On November 20, 2024, the European Union introduced Regulation 2024/2865, amending the existing Classification, Labelling, and Packaging (CLP) Regulation (EC) No. 1272/2008. These amendments, effective December 10, 2024, aim to enhance the clarity and legibility of hazard labels on chemical substances and mixtures - they are introducing new rules on labelling.
Key Changes in the CLP Regulation - new rules on labelling:
Font Size and Line Spacing Specifications:
Minimum Font Size: The regulation introduces precise definitions for minimum font sizes to ensure label text is easily readable. The x-height, representing the height of a lowercase 'x', is used as the measurement standard. For instance, packaging up to 3 litters should have a minimum x-height of 1.2 mm.
Font and background colour: printed in black on a white background.
Line Spacing: The space between lines must be at least 120% of the font size, preventing text from appearing cramped and enhancing readability.
Font Style: Labels must use a single, easily legible, sans-serif font with appropriate letter spacing to maintain clarity.
Fold-Out Labels:
The regulation permits the use of fold-out labels, beneficial for multilingual information or when space is limited.
Front Page Requirements:
(i) the name, address and phone number of suppliers;
(ii) nominal quantity of the substance or mixture in the package made available to the general public, unless this quantity is specified elsewhere on the package;
(iii) the product identifiers in accordance with Article 18(2) for substances and Article 18(3)(a) for mixtures in all languages of the label that are used in the inside pages;
(iv) where applicable, the hazard pictograms;
(v) where applicable, the signal words in all languages of the label that are used in the inside pages;
(vi) where applicable, the unique formula identifier, unless printed or affixed on the inner packaging in accordance with Part A, point 5.3, of Annex VIII to this Regulation;
(vii) a reference to the full safety information inside the fold-out label in all languages of the label or a symbol to inform a user that the label can be opened and to illustrate that additional information is available on inside pages;
(viii) an abbreviation of the language (country code or language code) for all the languages that are used in the inside pages.
Inner Pages: Should contain all label elements as per Article 17(1), excluding hazard pictograms and supplier identification, presented in each language indicated on the front page.
Back Page: Must repeat the front page elements, except for language abbreviations.
Digital Labels:
The regulation acknowledges digital labelling, allowing supplementary information to be provided digitally, enhancing accessibility and ensuring labels remain uncluttered.
Transition Periods: While the regulation becomes effective on December 10, 2024, transitional periods are provided to allow suppliers time to comply with the new requirements. It's crucial for companies to review these timelines to ensure timely compliance.

Assess Current Libelling: Review existing labels to identify necessary adjustments in font size, spacing, and content layout.
